Monitoring Military and Dual-Use Trade with Russia

Since Russia’s invasion of Ukraine in 2022, the import of military, dual-use, and industrial goods by Russian military manufacturers has surged, fueling the Kremlin’s war efforts.

In response, a coalition of countries created the Common High Priority List (CHPL), identifying goods that are susceptible to being redirected to Russia’s military-industrial sector.

The Trade Integrity Project is collecting public and whistleblower data on reported CHPL shipments to Russia and making the data available to industry and government stakeholders working to strengthen due diligence efforts.
