Monitoring Military and
Dual-Use Trade with Russia

Since Russia’s invasion of Ukraine in 2022, the import of military, dual-use, and industrial goods by Russian military manufacturers has surged, fueling the Kremlin’s war efforts.

In response, a coalition of countries created the Common High Priority List (CHPL), identifying goods that are susceptible to being redirected to Russia’s military-industrial sector.

In July 2024 the Open Source Centre (OSC) launched the Trade Integrity Project (TIP) to distribute pro-bono data on CHPL exports to Russia to companies and governments in an attempt to secure global supply chains.

At present, OSC focuses on direct engagements with manufacturers, financial institutions and suppliers to address the ongoing threat of Russian infiltration of their supply chains, leveraging bespoke data, analysis and capacity building.
